Biography
Dr. Ammar Younas is a legal scholar, philosopher, and entrepreneur whose work lies at the intersection of artificial intelligence governance, technology law, and the philosophy of science. He serves as Research Fellow and Director of the Centre for Cultural Governance at the Beijing Institute for AI Safety and Governance (Beijing-AISI), where he leads research on cross-cultural AI ethics, cultural cognition in intelligent systems, epistemic diversity, and the governance of emerging technologies.
He earned his Doctor of Philosophy (PhD) in Philosophy of Science and Technology from the University of Chinese Academy of Sciences (UCAS) under the supervision of Professor Yi Zeng, a member of the United Nations High-Level Advisory Body on Artificial Intelligence and a TIME100 AI honoree. His doctoral research developed new theoretical frameworks for culturally inclusive AI governance by integrating philosophy, law, and computational ethics. Upon graduation, he was selected as an Excellent International Graduate of the University of Chinese Academy of Sciences, one of only 30 international graduates to receive the distinction from among hundreds of international students across the UCAS/Chinese Academy of Sciences (CAS) system, comprising more than 110 national research institutes.
Dr. Ammar is a Fellow of the Chartered Institute of Arbitrators (FCIArb, UK) and a Fellow of Advance HE (FHEA). He serves on more than 25 international arbitration panels, with expertise in technology disputes, digital assets, intellectual property, artificial intelligence, and cross-border commercial arbitration. He is also a licensed lawyer in four jurisdictions and has over a decade of academic, legal, and policy experience across South Asia, Central Asia, and China.
As Chief Executive Officer of Ai Mo Innovation Consultants and Founding Partner of Ai Mo Lawyers, Dr. Ammar advises governments, international organizations, corporations, universities, and technology startups on AI governance, technology regulation, digital transformation, responsible innovation, and public policy. He is also the founder of Central Asia Tech Law (CAT Law), an emerging academic discipline dedicated to the study of technology law, AI governance, and digital policy in Central Asia.
Dr. Ammar’s interdisciplinary academic background spans Medicine, Finance, Political Marketing, International Relations, Jurisprudence, Human Rights, Chinese Law, and Philosophy of Science and Technology. Fluent in six languages, he has delivered keynote addresses, advised governments and international organizations, and contributed to global policy dialogues on AI governance, digital sovereignty, cross-cultural ethics, and the future of law in the age of intelligent systems.

2024
Advised a client in a cryptocurrency fraud case involving a fake crypto exchange that defrauded the client and a group of victims of over $200,000. Successfully coordinated the shutdown of the fraudulent website through negotiations with the hosting provider. Engaged with ICANN Contractual Compliance to ensure the registrar fulfilled its obligations under the Registrar Accreditation Agreement (RAA) to address DNS abuse and illegal activities.
2023
- Worked on multiple cases related to Tech Law, providing advisory on matters involving digital transactions, data privacy, and technology-related regulations. Notably, commented on the draft AI Policy proposal of Pakistan.
- Participated in the activities of Working Group No.2 “New Technologies Ethics” at the BRICS Civil Forum, contributing to the creation of a draft stance paper for the upcoming Summit of the Future. Engaged in video conferences on May 8 and May 15 for the BRICS Civil Forum.
2022
- Advised a Chinese company on a property/mine acquisition dispute involving a Pakistani counterpart.
- Represented in an international dispute over a sale of goods contract between a German and a Pakistani company.
- Offered consistent monthly advisories on service/employment matters at Dubai International Financial Center (DIFC).
- Consulted on the merger between a Pakistani company and a Chinese entity within the mining sector
